how to level topsoil with patio and driveway

Hi,

I am laying turf as an end product, but I first need to bring the top soil up to just below the finished height
Please can someone explain the best way of making the whole garden (top soil) at the same height of the patio and driveway (see pics).

The top of the wooden peg (see picture) staked in to the soil is level with the patio and driveway. Should I just hammer loads of these in?
