how to replace water shut off tap

have an outside toilet that has not been used for years. pipework is leaking slowly at the shut off tap.can not find any mains water cut off outside to shut the water off anybody got any ideas thanks Jim

Are you trying to turn off the water at the street? It's probably me, but I'm finding your description of what you want help on a bit vague

Maybe someone time-served will be able to read it differently (not a dig at you op)
