how to test wiring

currently decorating for a friend, and they have a broken wall light fitting. apparently it's never worked, so we're unsure as to whether the wiring is even live.

how could we check? an advice most appreciated.

Is there a switch or pull cord?

Simplest way is too use a voltage detector/indicator; with a detector move the test equipment around the cable and see if it lights up and makes a noise. If you are using an indicator check across Live and Neutral in the ceiling rose/junction box.... These peices of test equipment are easy too get hold of and cheap.
