How to treat rust in dishwasher tray?

They look as if they are coated in plastic. The rust will be under the plastic coating. I think the only way to treat them would be to strip the plastic coating off the rust spots, treat with a rust preventer and then spray with plasticote from an aerosol can. I don‘t think it will be long lasting though. If the dishwasher is otherwise good it may be worth trying to get replacements.
