How would you tackle this door?

Previous owners painted over a navy composite door with a brighter blue paint. It has started to bubble off and chip quite badly. I would like to repaint it with rustoleum UPVC paint but unsure about the steps to take before painting. How would you go about preparing the door before painting?

If adhesion is poor, it may sand off fairly easily. It is mostly flat so an orbital sander will save your fingers.

You will need to remove the handle and letter flap for a nice job.
 
By trade, I am a decorator. You probably won't to hear/read this... you can try sanding it back, but I think you find that the paint will rip off the surface as you sand it. I suspect that someone used water based paints over a uPVC door. Sorry,, I wish that could help you. my advice is use cellulose thinners to remove the existing paint. again, and start from scratch.

I would use either wet or dry abrasive paper , used wet to get off the paint that hasn't bonded .....looks like the area you can clearly see darker

Or you could use brillo pads or mothers washing up abrasive pads , again with water and fairy liquid

Clean off

Then get on a binding primer ..... crown px4 .water based ....or zinser cover stain ..oil based

2 Coats of either ....the cover stain needs a few days between coats

Then go with your preferred colour and system

My choice would be oil
