HOWLING TOILET CISTERN!

Help,my toilet cistern has started making a very loud howling noise as it finishes refilling! Sometimes it's so bad it sounds like every pipe in the house is vibrating (a bit embarrising in the dead of night!) I have looked in the cistern and if you touch certain parts it will stop, there is a little plastic screw fixing which touches the side of the cistern and adjusting this sometimes works, but the sound usually returns within a few days.
The other pain is the fact that you have to flush and wait for it to refill to see if you have sucessfully adjusted it, I was playing around for an hour the other night with no success and frankly I'm sure theres more to life.Sometimes it will correct itself after 3 of 4 days of howling, but it's drivin me mad Can Anybody HELP !

1.Is it easy to fit?
2.If I go to a plumbers merchant and ask for a new fill valve are they all the same
3.Any idea how much?

they cost a lot of money, £1.79 if screwfix is anything to go by see here

unless you are fairly confident and have the right tools get a plumber/handyman in it will save time and money in the long run. If you are confident, take the old one to the merchants as they do come in lots of types and sizes.
