The hsv3 valve on my CH system is tight I can hardly turn it, can you repair it by taking it apart ?

You can get replacement internals for your valve, called plates and shoes.
Repairing is not a good option. A drain down will be required to dismantle the valve. That is the cheap option. A new valve eg Honeywell 3 port would be another option, for a bit more money.
