It's either accumulation of limescale, on the valves, preventing them sealing, or wear and tear. My first attempt at a solution, would be to pull the unit completely apart and soak all the parts in citric acid (fruit juice), to see if that helps. Failing that, you will need to replace the valve - item #2.
really struggling to get the unit out, is there any way of isolating the cold water. Is this some kind isolator can't seem to turn this in any direction

Nope - they are the Non Return Valves (NRV's), No.10 on the diagram.
Unless there's valves on the supply pipework to the shower then it's mains off and isolate the HW, if it's gravity fed.
