I have blocked a number, but they still call, Android or service provider issue ?

Well, not me exactly, but SWMBO. Scam caller (googled number) called, so she blocked it, they have now called again. I said she couldn't have blocked it, but after checking, it is showing as blocked, but still they can call. Is this an Android issue or Virgin ? Any ideas how to ensure blocked numbers stay blocked ? The blocked number is 02045258100.

I would save the number as 'scam call' and every time they call, just wind them up.
