He didn't just fire off three shots. He changed his stance, his body position and his aim. He managed to make all those adjustments very successfully. But for some reason, he couldn't stop his finger pulling the trigger. He even managed to slip at one point.

Utterly illogical.

What moron stands in front of a vehicle with a driver at the wheel looking the other way ?
Perhaps someone who wants to show force to someone that they better stop or perhaps someone who wants to put himself in a position where he can lawfully open fire.

See response above. Maybe it's just that you have very slow reactions. You also thought that the reactions time for firing a shot was eight times longer than the research shows.
