I think with the imperial measurements of ft3 that the meter reading was/is reported (you didn't include a 0 or something like that) in 00s of ft3, 1ft3 of gas is ~ 0.3kWh or ~ 30kWh/00 ft3, hence that multiplier of X 30ish.
