Two months ago I took the fan motor off the top of my boiler and replaced the upper bearing with a high temperature sealed bearing. I could not replace the lower one without removing the whole fan unit from the exhaust manifold - a job for the professionals. And if you've gone that far you might as well replace the fan unit anyway, instead of fillding about with bearings. (A pair of high temperature bearings cost about £30.)
Anyway, the whining went away for a bit, but it is back now, and I'm about to get the fan unit replaced.
In my experience, my advice would be: don't waste time replacing bearings, get the fan unit replaced.
