Ideal FF 250 Boiler

Hi,
I have a Ideal FF 250 boiler which seems to have no pressure in it. The hot water works fine, its just that some the upstairs radiators are cold and when I try to bleed them, you get a bit of air and no water come out. Does anyone know how to fill this system back up. I have looked for a filling loop but there does not seem to be one on or near the boiler itself?? All that seems to be on the boiler, is 3 pipes, one gas on the bottom and 2 on the top. On the top of the boiler there is a pump, expansion vessel with a pressure gauge and pressure valve. Can anyone help?

Must be a filling loop provision somewhere. See reference section for a pic.
