Ideal Minimiser Whistling

Just moved into a new house, it has an Ideal Minimiser SE60 fitted which I was informed was fitted in 1999.

It whistles when running on Hot Water only, if I select both heating and water then it doesn't seem to do it at all.

It's very difficult to isolate the source of the sound, I'm certain it's not coming from the fan and it does reduce if I turn the internal thermostat down to 4, the boiler seems to function perfectly normally otherwise

I've had the burner off and cleaned inside the heat exchanger with flue brushes, made no difference.

Is this a sympton of kettling?, and if so what is the cure?.

no idea why its on hw only but ive had to replace the h/e for whistling before. you can only clean one side and the other side inevitably blocks up over time.

They also whistle if the burner pressure is set too high.
