Ideal Response expansion vessel

During a recent repair (the pump had jammed) our engineer drained down the expanstion vessel (he thought this was the problem initially) on our Ideal Response 100 combi. The water was inititally clear, but the last third came out black. He said the rubber was breaking down in the vessel. Is this common? Any idea how long it could last?
 
Water often does come out of the EXV black. But it is also often an indication that its already failed or needs recharging.

There is a simple test for them. Did he recharge the air and test it?
