Identification for external render paint

Hi guys,
I'm seeking information on how to address this rendering issue.I've been searching but haven't found what was used to create this. As shown in the pictures, there are areas where it has peeled off, and even after repainting, it doesn't look very good. It seems like a thick paint or perhaps something else was applied. I have masonry paint that we repainted a couple of years ago, but it's much thinner compared to the old paint. Does anyone have any ideas on what this might be or what I can use to repair this peeling? Your help would be greatly appreciated.

Looks like Tyrolean.

You mix the powder with water and pour in a tyrolean hopper gun.
Wind handle and it splatters out
 
Yes u though so as well but it seems too thin for tyrolean. Someone suggested that it might be high build maisonary paint.. I can peal it off . Thanks
 
I'm going by the pattern. Maybe a rolled on high build of some kind then.
