Identify part of a french copper pipe

Hi, I have been asked to potentially replace the copper loop in circled in the picture with a single copper pipe, after the water meter onthe left a strange bulb looking section of pipe exists, what is this for and can it be removed with a single copper pipe, does the tape server for anything since the water meter has an inlet shutoff valve as well

There does not appear to be any 'loop' which you refer in the picture, it looks to be a tee off a meter, connected as follows:

Meter or pressure reducing valve,
90 elbow
Stop cock
Tee
(right hand branch)
Stop cock
supply to outlets.
(left hand branch)
Leadded pipe joint - The bulb to which you refer.
Some kind of brass fitting which I cannot make out,
supply to outlets

For simplicity you could fit an isolator directly off the meter/PRV, then tee into the two feeds, omiting the rhs stop cock and the lhs leaded joint.
