immersion heater will only heat 2ft water then it goes cold

Dual element----one short arm and one long arm to heat half or full tank of water. If it was heating a full cylinder but now only heats aart cylinder, that could explain it.Other possibility is the thermostat is erratic---but usually it would work or not----.
Either way cheapest option is to replace the immersion.
