Immersion heater

Hi, top floor flat. Immersion heater situated in a cupboard in passage. Pipes run under floor. Had a leak recently and it's a nightmare lifting floor up. I was wondering if I could move pipes to go up through to loft. Then bring them down into kitchen? Pressure on my hot water side isn't great and very poor coming from kitchen tap. Bath tap Pressure OK. Any advice appreciated

Up and back down, will almost certainly cause airlocks to develop at the high points of the pipework, so no.
