Install gate in brick wall that faces public path.

Hi. Like millions of others, I don't have a rear entrance and am fed up with it. I have a 5 foot high brick wall (photo attached) which leads onto a public footpath and would like to put a 5 foot gate in the wall. I've done a bit of searching but I'm still confused as to if I need planning permission to add a gate of over 1 metre in height.

Any advice please?

From your description, it sounds like you need planning permission, but I wonder what would happen if you just did it and then applied retrospectively if and when the Council come calling sometime in the next four years.
 
That's a good idea. Don't really want to pay £200 odd if I can avoid it. Thanks for replying
