installing a downstairs toilet

Hi, i was looking for any information to help me, i am currently exploring the possibility of installing a downstairs toilet in my grandparents maisonette.

i have a cast iron soil pipe going from the upstairs bathroom
down through the floor downstairs.

is it possible to remove a section of the cast iron pipe and then to fit an
adaptor that will give me an outlet for the waste to go into from the new toilet.

its for my grandparents as they can no longer travel up stairs easily 5-6 times a day.

Is a basin now required in the same room under the Building Regs when a WC is fitted?

What proportion of new downstair WCs do you think have the LA notified?
