Installing a wood burning stove

Hi all a friend of mine is keen to replace his oil fired heating with a wood burning stove, what regulations are in place that he needs to adhere to, and will he need to get a qualified tradesman in to do or is it acceptable for a competent person to install one? I assume it would need a buildings officer inspection but does the installation need to be signed off my a qualified installer?

Being as your in England the HETAS regs will apply.
Im in Northern Ireland and AFAIK they apply here too but a lot of people here tend to do their own thing anyway.
My Dad just installed one. He's a retired farmer/smuggler but then farmers are very adept and resourceful people. :D
