Installing Belling Format cooker

Hi have just moved into new house and been given a second hand beling format cooker,. It has two live terminals on the back connection.
Of the live terminals only L2 seems to have securing nut and washers, do i need to connect L1 to the same red wire, as the cooker does not power up with just L2 connected although power is getting to the cooker terminals and it was working when it was disconnected from its previous installation. Thanks
