Installing recess hung blind

Hi

I am putting up a vertical blind in the window recess in a bedroom , its top hung so i have drilled the 4 bracket spaces as instructed , using a 7mm masonary drill bit , the problem is , that the drill goes in normally for about half an inch , then punches through to a void , i am assuming this void is just before the lintel ?

Anyway , i was planning on using brown plugs , they go in OK , and the screw seems to tighten OK but i am just worried that they might not be strong enough when the blind is hung , as half the plug will be in thin air , if that makes sense , but i wasnt sure plasterboard fixings were the way to go , as there is that 1/2 inch of masonary before the void

Any tips guys?
