insulating a single skin garage

Hello i have a single skin garage with breeze blocks, the walls in some areas look kind of damp, not to bad but the brinks are darker. can i put fix batons to the walls and use foiled back insulation and boards. will this cause Mold in the cavity? is there any other ways of doing this.

Ventilation is your main thing. Need to ensure warm humid air hitting the cold blocks doesn't condense with nowhere to go.

External insulation will be optimal if possible.
