Insulating new concrete floor

Our plumber said its best to fit all new pipework before we lay our 100mm Celotex floor insulation. We now have copper pipes 1 inch away from 2 walls running horizontal. This means that the perimeter insulation will end up 2 inches away from the wall. This also means that where there is pipework, ie; toilet waste pipe, copper pipes, plastic waste, there will not be any insulation!!! Have we done this the wrong way round? Should the pipework have gone in on top of the celotex?
