I have just purchased an old 1930 house with an outer building attached, i wish to turn this outer building into a shower wet room for my mother, the floor to the outer building is solid concrete and at the same level as the existing floor to the house so i do not have any scope to install insulation and a screed on top prior to laying vinyl flooring, do i have to bring this floor up to building regs to do this shower room.
