There is no requirement to put insulation in new build houses. The Building Regs came in under the Building Act 1984, but Part L (and specifically part L1A) really came into its modern form in 2006, with key amendments in 2010 and 2014. So, take your pick from those dates - depending upon the precise performance that needed to be achieved (in terms of the conservation of fuel and power) at the time the given project was commenced.
