Could somebody tell me what year it became mandatory to put wall insulation in new build houses. Please
 
There is no requirement to put insulation in new build houses. The obligation is to satisfy the Building Regs, which can be achieved by compliance with the guidance provided in the 'Approved Documents'. The Building Regs came in under the Building Act 1984, but Part L (and specifically part L1A) really came into its modern form in 2006, with key amendments in 2010 and 2014. So, take your pick from those dates - depending upon the precise performance that needed to be achieved (in terms of the conservation of fuel and power) at the time the given project was commenced.
