Internal Block Wall

Just a quick one for you folks,

at the weekend i am going to be building an internal block wall, it will be on a concrete base, my slight concern is that this is near the kitchen and there is slight signs of damp on the kitchen floor. Should i put down a length of DPC on a slight bed of mortar before i start with the blocks ???

All walls to a dwelling should have a DPC at the appropriate place

Well the DPC is a floor level so i presume that what i said would be correct ??
