Internal stopcock valve

Should I leave the internal mains water stopcock under my sink fully open (wound back a few turns of course) or is it safe to wind it back a number of turns?

When fully open, the pressure and flow is pretty high and living in an upper floor flat, I want to avoid any leaks to my neighbours.
