Currently looking to have several junctions from soil stacks into one pipe run which will be under the concrete slab. I am therefore wondering if it is possible to have sealed rodding eyes located inside the property close to the stack locations or will an access chamber located upstream and downstream of the junctions be enough to take care of any blockages that may occur?

It's unlikely to block in the vertical section, but for future needs i'd put a rodding point at the base of each stack at floor level, underground run can be accessed from the one chamber downstream. Check with Building Control though as they have final say.
