international non slip floor paint peeling off - Primers?

The paint on concrete step edges is fine. Used it on terracotta tile steps and it just peels off after usage. Any ideas what I could prime with first which may improve bond. Thanks

If shiny then this normal for paint to loose adhesion. However, try using Zamix Coverseal as it's oil based (harder wearing then water based). However, where Zamix recomends it can be used externally though using it on an High Traffic area it does not claim it is for these enviroments. But it's the best paint i know of for problem-hard-to-stick surfaces. Also, is the International Paint water or oil based ?

Possibly the old tiles may have had wax polish on them in the past.

Use paint stripper & wire wool to remove this & white spirit to remove traces of the stripper & remaining wax.
