By altering the supply you would indead need part p cert.

I don't understand what the problem is with using the earth from the house.

Does it apply if the outside was protected by a rcd?

Does this apply to garages also?

In my experiance you get a higher Zs reading from earth rod.

How can this be a better earth?
 
PME earths can differ from true earth which becomes a problem outside the equipotential zone, therefore earth rods should be used for outside electrics and sheds etc.
