My father in law is suggesting that in stead of jsut fixing the floorboards and then sanding we relay the lot. But surely there needs to be expansion gaps between them ?

Is he talking sh*te ?

Not sure what you mean, T&G or square flooring should be butted up tight on each one, a joist floor clamp is a good tool for this.
