emulsion over sound wallpaper??

If I remove the old wall paper some of the original emulsion pulls off leaving sharp edges, which will have to be sanded down to bare plaster, or maybe paper lined in some way. which is what is on the wall already.

What does everybody else do ?

Dont most people just do that.
I have never done it, but whenever I try to strip paper its always been painted on.
 
I wouldnt attempted to paint over a paper thats not been designed for the job..

You can have problems such as painting over a paper that has gold flecks in it..the 'gold' is actually copper powder that can go green if its painted with a water based paint.

Some dyes can also bleed through paint

Plus when someone hangs a paper thats intended to be painted they will make sure the joints are right..ie a very very slight gap and not overlaped anywhere.
