Bring back the Asylums.
This scumbag would of been a candidate along with all the other lunatics, "Southport".
Once the asylums were phased out the "Village Idiot" was set free, now we have a society of free roaming "Village Idiots".
I worked for quite a few years in a facility that cared for people with "issues" ranging from Pyschosis to Major Depression to Schizophrenia, if they weren't trying to kill each other or themselves they would be gunning for us - absolute nut jobs the lot of them.
This particular individual, despite my knowledge of the illnesses should be put down. Dress it up with as much medical jargon as you like, he killed a child, he should pay with his life.

Life without parole is probably more punishment
Also cheaper( in the US anyhow) as the death penalty appeals process ends up costing more than LWP
