I don't know whether there are regulations about this. But why would you want to do this? Normally you run pipes in the service voids behind the cabinets, so that they are out of sight.
Have no choice.. it's either the pipes go there behind the units and exposed slightly here in this small section which will be behind cooker or they run right around the entire upper ceiling and then down
to the floor again which looked hideous. There's too much other plumbing and gas pipes running low to have them hug the lower floor level.
Well, you know the layout of your kitchen best. But I would have thought there is a lot of space behind cabinets, sometimes up to 7cm and perhaps even more at the level where the legs are...
