Is it okay to put a combi boiler in the loft?

The best quote I have to move the bathroom upstairs (install only) and supply/fit new combi boiler, with a frost stat, in the loft is £3,500. On the face of it, this seems quite reasonable, don't y'think?
 
The boiler that the plumber is talking about putting in the loft is a Vaillant (PRO28?). Does anyone know if that model have a frost stat on it?
