Is it possible to adjust this door?

Can you not get a thinner edge strip? Adjust the door up when it doesn't require it could cause probs
 
That type of butt hinges doesn't usually have any height adjustment.
Ideally the door frame needs picking up and re fixing, If there is a gap above the frame it may be a fairly easy job.

There is a little bodge that could be done to raise it about 3mm on the hinges though.

Would 3mm be enough? You will have to look closely at the tops and bottoms of the door. Raising it may cause the door to bind at the top and/or could cause the seals at the bottom to be too short to seal the gap.
 
I reckon 3mm would be loads mate and there's enough clearance at the top of door.

Speak to me oh wise one.

Right, Im basing this on the fact that your hinges look very similar to hinges I used to get on my PVC doors, Hopefully they are the same and this will work.

Open the door fully and look on the inside edge of the hinges, There should be a little allen grub screw in each. Take them out and put them somewhere safe.
Take the plastic caps off the tops and bottoms of the hinges and then take out all 3 pins. You can push them up from underneath (may need a slight tap with a hammer).
Lift the door out and put it to one side. You will see some small black plastic mushroom washers on the hinges (on both the door bit and the frame bit) Take out the ones on the top side of the door hinges with a Stanley knife.

You should see that they are about 3mm thick, Having taken those out will allow you to put some washers on the underside of the hinge when you put the door back in. (If you need a bit more you can also take them out of the frame side)

Its a little fiddly but assuming you have some washers handy it should only take 30 mins or so.
