Is it possible to build on top of a PVC conservatory?

We live in a maisonette and the owner of the downstairs flat has a conservatory extension that if it was level with our flat, 2 walls would be adjacent to one living room wall and one kitchen wall. However we both own the land and I wondered, with the all the modern methods, is there any way we could build on top of the conservatory?

Also, when you say you own the flat, are you a leashold owner, or do you actually own the freehold?

As with any structural changes (you can't do wht you propose anyway) if you are a leaseholder you only own your flat (depends on lease). The free holder still owns the whole block/exterior. Very obvious I know, but sometimes people do not realise!

If you are a leaseholder, you usually need the permission of the freeholder to do any kind of flat modifications, even things like replacing windows.
