Is it possible to take a cold water feed off a boiler?

I am trying to have a cold water tap on an upstairs balcony at a holiday home in Spain.

The closest water source is the boiler above the bedroom cupboard shown in the photo. It has red and blue pipes....cold inlet and hot outlet I presume.

Would it be possible to take a feed off the cold inlet and run a pipe down the the back of the cupboard and out towards the balcony. The balcony tap would be used very rarely.

Any guidance would be appreciated.
