Is my neighbour being scammed?

I'm not too knowledgable regarding building work, but when i was 16 i worked as a labourer so i have some basic knowledge. My neighbour is an elderley woman, nearly 90. Anyway she is having work done on her garden. It looks like they are removing her old fence and building a wall. I noticed this morning that they have only filled the foundation with a cement footing, just sand and cement. The depth is about 8 inches. When i worked as a labourer i was building garden walls and always taught to use a concrete footing. I am just a bit dubious by these builders, is a cement footing fine? And is it just the cheapest way to get it done?
 
No it is not acceptable.

Will it fall down or fail in the frost etc?

Only ground conditions, the height of the wall and time will tell.
 
I would not say it's a scam, as the cost of sand will be the cost of sand/gravel so it may be that the builders are just idiots

I found out the wall is going to be 6 foot high and 8 meters in length. The depth of the foundations is 8 inches, can someone give me an indication as to how long this will last? It is only a sand and cement mix footing on a soil base.
