Plumbers never pay attention to sockets anyway. I've seen many a radiator installed over a socket (couldn't get the sockets in after the radiators on top of it....)
Is this for an existing socket/radiator or new one?
There is no given distance, but the socket outlet must be accessible for inspection, testing and maintenance. Consider any issues/damage/dangers that the heat dissipated and possible leaks, from the radiator can cause to the socket, internal wiring, the appliance, plug and flex.
Also any problems that the socket location may cause to any operation, repair or maintenance of the radiator.
