Is there too much sand in this ballast

Dig down a couple of feet. You may find more of the aggregate below the sand.
thanks looks to be similar right the way through. would you say theres too much sand and not enough ballast? im only making footings for a small 400mm high block wall for raised bed.
any help appreciated
