Is this a conncern, damp?

Currently selling my house and noticed this section under the right side window. Is this damp? Could is be caused by the decking? Nothing I can see or feel on inside of the wall but it is behind the kitchen so access isn't easy. Any help or advice woul be massivly appreciated!

Porous bricks I reckon

They are soaking wet on the left below DPC

I reckon rain splash off the deck is the culprit for the area below the window
 
Come to think of it there is a leaking gutter above that drips heavily onto the decking. What can I do apart from fix the guttering? Is this something that will be flagged up on a survey?
 
Hehe, you answered your own question in the end. Obviously it needs fixing. The surveyor will probably tell them the gutters need clearing, and they may demand a £200 or so discount. If so then just agree it.

It's obviously been very wet for lots of years. Put a spirit level on the decking, check it's not directing water towards the house rather than away from it. I'm looking at the grey plastic end cap from a chair or something that looks like it's rolled along the plank into the gap against the wall, suggesting that gravity may be going the wrong way!

If your buyer goes away then get it fixed! And powerwash the moss off the wall.

Fix the gutter - fix the problem. It will look shoite if ever folks come to view it and the wall looks like that.
