Is this a damp problem?

Hi. Just want to ask some advice, so sorry if this is not in the right place.

I am moving in to a housing associations bunglow and have got painters in at the moment. Tonight I went and had a look and in the bedroom, the paint is running off a bit and there seems to be water about.

I think this may be a damp problem but i'm not sure. I have some pics to show and wondered, if you can see what the problem is. The paint should not do this should it? Thanks

Thanks for the reply. Yes the heating has been on to dry the paint out as it's been quite cold. The paint has taken ages to dry without the heating on.

There was water on the window ledge to.

Not sure what you mean about the wall.
 
On the picture it looks like this is a dividing wall between rooms.
So what is above ths wall/ceiling, is it a loft other rooms etc...?
or is it an external wall?
 
There is a loft above and the wall to the right is, a wall linked to another building. It's called, a link detached.

The wall where you see the paint coming off is an outside wall.
 
How long has the house been empty....!

it has been wet and frosty of late...and with the heating on, if the house has been empty for a few weeks, you could be drawing out any damp from the plaster/brickwork.
 
Hi jm.

I don't really know how long it's been empty. I know workman have been in there, so would say about a month.

I will get hold of a dehumidifier and try that for a bit. Hope that will sort it out. The plaster on on wall seems quite cold and sounds like the plasters shot but i am no expert.
