Is this an Air Brick?

Hi,

Current building regulations state that an opening on an external cannot be with 30cm of a boiler flue.

In this property, all the properties seem to have an air brick (at least I think that's what it is), above and within 30cm of the boiler flue. I looked up and down the street and all the houses have the same.

I have attached pictures.

1. Is this an air brick? If not what is its function?

It shouldn't.
I have similar and it's just marked as not to regulations on the boiler service paperwork.

It could be a vent for a cooker hood.

I have one just like that.

Or is that effectively the same thing in terms of a flue?

Could it be a cavity tray weep hole brick, there appears to be exception to the 300 mm rule if fire resistant materials are used

No exception, the 30cm distance is for product's of combustion to safely discharge without re-entering property
