Is this Asbestos

Hi Folks

I'm currently doing work in my house and In my shed... The entire ceiling had plasterboard but when I screwed back a patch I found some wired brown stuff looking like mulched wood. Attached to the ceiling or a fabric.

I haven't touched it I took a photo and rescrewed that plasterboard back up

House was built in 1960-1970

I don't think it's asbestos but I've definitely seen it before just not sure where.

It was located where the former boiler was the council removed it about 10 years ago and cut pipes back.

Impossible to ID by sight, though looks like ancient insulation.

Spoke to a person in a similar house and my surveyor both suggestions said it's fibre board
