Filling in an internal opening 900w x 2.3h, 100x50 concrete lintel or catnic over floor on pad stones with 100mm thermalite above bonded into existing, not load bearing, architect and BC agreed, as said is this over kill??

Padstones not necessry for that span/loading.
But if the thing is not loadbearing, why not use studwork and plasterboard?
